Cloud competencies should be distributed rather than concentrated across the organization through the implementation of a CCoE.
Responsibilities of the CCoE should be separated from those of engineering and operations.
A CCoE should work collaboratively with cloud computing stakeholders via a Cloud Computing Advisory Council (CCAC).
